[mlpack] GSoC 2020

[Sachin Saw]

Dear Developers,

I am Sachin, a third year undergraduate student at Indian Institute of
Technology Kharagpur, I have been using C++ for around three years and have
a good experiance in it.I like to contribute to MLPack on "Improvisation
and Implementation of ANN Modules" during GSoC’20. I have knowledge of
Machine learning, deep learning etc.

If you have some suggestion regarding the Project, please let me know.
