[mlpack] Regarding the GSOC project 'Enhance CMA-ES'.

Hi,
I am Gaurav Singh, currently a 3rd-year undergrad student from
Nagpur University, India. I have been getting acquainted with the mlpack
and ensmallen codebase since the last few days and also trying to solve a
few issues in the mlpack repository. I just wanted to know what are some of
the essential points that I should focus on while making the proposal.
