[mlpack] Contributing to mlpack

Hi Ashutosh.
Great to hear that you are interested in contributing to mlpack!

To get started I think these links would be helpful:

I think the first steps could be to build mlpack from source on your system
and play around with the code a bit. You can also go through the ann
tutorial. After you have gotten a little comfortable with the codebase, you
can try solving some issues.
I think Tensorflow, PyTorch and other deep learning frameworks won't take a
lot of time to get used to. For that, maybe along with contributing to
mlpack, you could chose one framework and build a simple neural network
with it, to get an idea of how models are constructed in it.
