[mlpack] mlpack 3.0.4 released

Hello everyone,

Today I tagged and released mlpack 3.0.4, a bugfix release.  You can
find it here:

  http://www.mlpack.org/files/mlpack-3.0.4.tar.gz

There are a handful of fixes in there.  Most of the work from GSoC 2018
is not a part of this release---that will become a part of the upcoming
mlpack-3.1.0 release.  There is some more detail about the release here:

Release automation is a really big goal of mine in the future so that we
can release mlpack more often and with less of a burden of manual
website updates, testing, etc.  I've taken some steps in this direction,
but if you're interested in helping out, please let me know!
