[mlpack] Week 12 - NEAT

Dear all,

Last week, we have

1. Finished implementing double pole testing of NEAT (both Markov and
Non-Markov version).
2. Tuned the parameters and both version of double pole testing are
succeed. The Markov version passed within about 30 iterations; the
Non-Markov version takes much more iterations to success (around 10000 with
500 population size).
3. Cleaned the code to adapt its style to the mlpack project.

Now I am in the progress of designing the HyperNEAT algorithm
implementation while making fine-tune revisions to previous codes.
