[mlpack] Neural Evolution - Week 13

Dear all,

During last week,

1. Our NEAT algorithm have passed both the double pole balancing test (both
Markov and Non-Markov version) and the Super Mario Game level one test.

2. We have implemented a version of HyperNEAT algorithm and in the progress
of implementing its tests.

3. We have cleaned the code and adapted its style to the mlpack project to
prepare for merging into the project.

We will continue with HyperNEAT implementation testings and trying to merge
implemented algorithms.
