[mlpack] Neural Evolution Algorithms - Week 11

Dear all,

Last week, I am busy with a research paper deadline, and makes my progress
limited.
But I have finished it and now I am focusing on finishing NEAT testing.
Currently, I am in the progress of finishing double pole testing (it can be
finished by tomorrow), and add a new feature to the NEAT algorithm.
Besides, this week I will start the HyperNEAT implementation and clean
previous code for merge.
