[mlpack] mlpack meet-up/meeting time survey

Hello everyone,

the results are in; the majority voted for Friday 17 UTC, since we're all globally scattered finding a time that works
for everyone is a huge challenge, but it looks like that works for most of us.

We will keep our two meetings per month rhythm, meaning we will do a meeting on the first and third Friday of every
month, at 1700 UTC.

That said our next meeting is on November 6 1700 UTC.
