[mlpack] mlpack meet-up/meeting time survey

Hello everyone,

over the past months, we had a video meeting on the first and third Thursday of every month, at 1800 UTC.
The meeting follows no particular agenda and is super casual. As our community evolved we thought it would be a good
idea to do another survey about the meeting times. So I set up another Google Forms survey to see what works for
