[mlpack] Community bonding For GSOC 2020.

Hi everyone,

I would like to thank everyone who helped me in my PRs, in code reviews, all the issues and with discussion on the IRC. I would also like to thank Sangyeon Kim and Saksham Bansal again for accepting my project proposal and mentoring it.

I would love to discuss my proposal with both of my mentors incase I need to modify anything. If possible, I would also like to discuss the pre Coding Period timeline. So, does the mailing list make more sense or IRC or should I use something else.
