[mlpack] Projects accepted for GSoC 2020

Ah wait, I forgot to add an important bit.  If you applied for GSoC and
want mlpack (or ensmallen) stickers but didn't get them already, just
send an email to stickers at mlpack.org with a mailing address and we can
get them in the mail to you.  It's the least we can do to appreciate
everyone's contributions and effort in putting together the proposals.
