[mlpack] Work on the GSoC project without attending the GSoC project

Dear mentors,

Hope you are all doing well.
I have just received an email from GSoC asking me to withdraw my
application if getting an internship elsewhere. I did get an internship
opportunity in this month, and I guess I should withdraw my application
since I can not guarantee to work 40 hours a week in the summer.

But I still hope to work on the project I choose if it is possible in the
summer, or maybe during a longer period of time. If there is not anyone
else working on the CMA-ES project this summer, I hope I can still take
this work.
