[mlpack] Ideas List for GSoC 2019

Hello Mentors/collaborators,

I want to participate in GSoC 2019 with mlpack as my first choice. I also
have done pattern recognition, machine learning and deep learning as a part
of my curriculum.
  Can you please suggest me how to start working or how to approach
presently to have a strong proposal.
  I am willing to put the required effort.
