[mlpack] Issue doubt and to start contributing

Hello Kunvar,

welcome on board, it looks like #1760 is already taken up, so either you two can
split the work, or perhaps you can find another interesting issue to work on.
You can also always poke around and improve/extend the existing codebase.

I hope anything I said was helpful, let me know if I should clarify anything.
