[mlpack] Regarding GSoC 2019

Due to some problem I was unable to submit the pdf of my proposal, but
already sent you a draft of my complete proposal yesterday.

Is there any way that I can submit you the pdf of it. Or you can accept my
draft proposal as it is complete.
