Welcome to the community. Your plan sounds good. You might want to
take a look at http://www.mlpack.org/gsoc.html and
http://www.mlpack.org/involved.html also, if you haven't seen those
already. Once you are familiar with the structure of the library, feel
free to start making contributions if you find a bug you would like to
solve or functionality you would like to implement. :)
