[mlpack] Kcentre Algorithm

Hi Ryan

I have implemented the Kcentre algorithm in the mlpack codebase. I have
utilized the range search dual traversal to solve the problem.
Please let me know how can I submit a patch for review other than the pull
request. Is there any particular style of code or anything I need to apply
before I submit.

What is left from my side?
1) Testing with different datasets
2) Code Cleanup
