[mlpack] Implement tree types for mlpack

Hi there,

This is Christian Gonzalez, a last semester student of computer engineering
at the Instituto Politécnico Nacional, México. I am interested in working
for the project of implementing the tree types for mlpack. This project
fits perfectly with me since I have done already some library development
in C++.
