[mlpack] [mlpack/mlpack] Cannot build mlpack (#838)

No i don't think there is any copy because "locate libboost_program_options.so " returns only a single result "/usr/lib/x86_64-linux-gnu/libboost_program_options.so.1.58.0" and yes i think i updated the system while building
