[mlpack] mlpack not a part of GSoC 2015

Hi ,
It's sad that mlpack was not selected this year, but leaving that aside , i
had already started working on the implementation of tree types and and am
very much willing to pursue that in the summers. Hope i can make a
significant contribution. :)
