[mlpack] mlpack not a part of GSoC 2015

Hello there,

Perhaps this is not new news, but mlpack unfortunately wasn't selected
to be a part of Google Summer of Code 2015.  The reason I didn't send
this immediately was because I wanted to wait for feedback from Google's
Open Source program coordinators.

What I was told is that our application looked great, our ideas list
looked great, mlpack was in the running until the last selection round,
and they simply had to make a lot of hard decisions, and also that
they'd like to see us apply next year.

So, while this is an unfortunate outcome, I am hoping to find time to
set aside to work on projects, and for anyone on the list who is
interested in doing any of the projects we've listed (or other
projects), I'm happy to help mentor.

We can apply again next year, too, just like they suggested. :)
