[mlpack] mlpack & armadillo

Hello Ryan

  I'm reading
http://trac.research.cc.gatech.edu/fastlab/wiki/MLPACKOnWindows again...
and found that I have no armadillo.lib in C:\usr\bin ... only armadillo.dll
... but I don't know how to build it.
