[mlpack] Blogs during GSoC 2021

Hi everyone,
Today is the last day for Community Bonding for GSoC 2021.
I would like to inform you all that during the coding period I will be
maintaining
a blog on nippunsharma.github.io, where I will keep updating about my
progress
either every week or every second week.
