[mlpack] Conjugate Gradient and GSoC Proposal Feedback

I would be happy if you can provide feedback on my proposal. I just share
the document with you through your email. Just an additional information,
currently I am working on the DDPG method. I will put the link in the
proposal once I push it to github.
