[mlpack] Regarding the rejected proposal on 'Enhance CMA-ES'

I am Gaurav Singh I applied for the project 'Enhance CMA-ES' for this
year's GSoC but my proposal got rejected. I wanted to get feedback as to
why my proposal was rejected so that it'll help me next year while applying
