[mlpack] Improvisation and Implementation of ANN Modules

Hey Erdem,
Thank you for your interest in the project. Some points are mentioned in the idea description itself. We can have a discussion on it if anything that’s mentioned there is unclear in the IRC or here. 

As Marcus has rightly pointed out, the application guide is the same for all ideas and an in-depth planning of one’s approach would make a good proposal.
