[mlpack] Regular mlpack video chats (in 2020)

Hey everyone,

Let's have another video meetup. :)

What we've found over the past couple of weeks is that Wednesday at 2200
UTC isn't actually a great time for people.  So let's make these every
two weeks, at 1800 UTC on Thursdays.

So, the next one can be tomorrow at that timeslot, in the usual Zoom
room:
