https://www.mlpack.org/community.html, we also have a GSoC page:
https://www.mlpack.org/gsoc.html. You can certainly use Windows to contribute to
the project, the setup might be not as simple as for a Linux distribution but it
should definitely work, in fact, each version of mlpack is tested against MSVS.
