Hey Zhihao,

Good question, I've CC'ed the list since I should have clarified this in
the original email---the NumFOCUS sponsorship should cover any repos
under the mlpack/ project, so that would indeed include ensmallen (and
the SA optimizer).  For the governance guidelines, once they are decided
on and merged into the mlpack/mlpack repo, I'll open a PR to add them
also to the mlpack/ensmallen repo.

Thanks for pointing that out!  And let me know if I can clarify anything
else.
