[mlpack] Adding deep learning modules for graphs

Hi,

I am interested in adding support for deep learning algorithms for graphs
to the mlpack library. I would like to begin by adding the popular graph
convolution networks from the paper - Semi-supervised classification with
graph convolutional networks <https://arxiv.org/pdf/1609.02907.pdf>.

I would love to get some assistance here as I am fairly new to contributing
to open-source projects. Though, I have a good experience with graph neural
networks and nlp related research projects.
