[mlpack] GSoC draft proposal

Hello Mentors,

I have a draft of my proposal up the only aspects that need to be ironed
out are some details of the timeline. In addition, to completing an answer
to the second optional question if time permits. Any comments, feedback, or
criticism on the proposal would be greatly appreciated.
