[mlpack] GSOC - NEAT

Hello every one! I am Reem Gody, a computer engineering student in Cairo University. I am currently interested in reinforcement learning, deep learning and machine learning applications in general. I am really excited about implementing an API for NEAT this summer. Attached in this mail is my project proposal. I will
