[mlpack] Awaiting review of Draft proposal :)

Hi Marcus,

Thank you for the suggestion. I have done the required changes after
exploring mlpacks neural networks, lstm, and qrnn implementation
requirements. Kindly review my draft to suggest me more changes if any.

In the meanwhile, I would like to know what more I can add to my proposal/
solve any issues to increase my chances of getting selected as I am really
interested in implementing QRNN this summer. Any advice would be greatly
appreciated.
