[mlpack] Some questions about the application of the project

Good evening！

Some time ago I have been in the community for a project I am interested in the discussion and put forward some of my ideas, this time I understand the use of mlpack and how it works, but also to understand the gsoc process and I need to submit the final code form, I should not now be preparing to apply? Or what do I need to do? Please give advice or comments.
