[mlpack] mlpack - Google Summer of Code 2017

Hello there,

This year is shaping up to be a very productive and exciting year for mlpack,
after being accepted into Google Summer of Code 2017, we were able to accept 10
talented students and we are very excited to work with all of them. If you are
