[mlpack] mlpack 2.2.3 released

Hello there,

Today I released a simple bugfix update to mlpack.  The new version is
mlpack 2.2.3, and you can get it here:

  http://www.mlpack.org/files/mlpack-2.2.3.tar.gz

The changelog is short:

 - Bug fix for --predictions_file in mlpack_decision_tree program.
