[mlpack] GSOC 2016 mlpack project

Hi everyone,
I am Shubham Gondane a 3rd year Computer engineering student of VIT(Pune)
,India.

I would like to work on the dataset and experimentation tools project. I
have submitted a draft on GSOC also. I would like to get a feedback on the
draft regarding anything that I might have missed or something like that.
