[mlpack] GSoC 2014 : Introduction and Interests

Hi Ryan and Marcus,

I have submitted the proposal in detail on the GSoC 2014 portal. I
have tried to take care of all issues we discussed here. Kindly go
through it and let me know if more details are required or if
something has been missed/wrongly put. I have added a few references
at the end too. Also, I have mentioned in the proposal that we had a
talk about the project so that you can recognize me easily.
(PS : There are some formatting issues in the submitted version which
I couldn't correct. Let me know if that is a problem). Looking forward
to working with you this Summer.
