Dirk Eddelbeutel packaged it for Debian a few months back:

It looks like it's wandered into the Ubuntu utopic repository:

http://packages.ubuntu.com/search?keywords=libmlpack-dev

If you're not using Debian jessie or sid, or Ubuntu utopic, it may be
easier to just install from source than hunt down all the dependencies
of the binary .deb...
