[mlpack] The conversion layer for the input of cf

Hi,

    I wrote a conversion layer of the input matrix of cf. Since sometimes
the rating is not given directly, it seems to be helpful to have a function
that can convert the indirect information to the rating that can be used in
the cf. This is what my layer suppose to do. If there are any errors or
bug, let me know and I will try to fix it.
